La periferia de Lima Metropolitana se ha desarrollado gracias a la conurbación de los
asentamientos urbanos informales que siempre se han encontrado en una situación de
vulnerabilidad urbana con un estado ausente, sin embargo, esta carencia generó una nueva
visión en los nuevos habitantes, pasando de la idea de la propiedad privada a la colectiva con
una meta en común. Con una nueva forma de gestión urbana, actualmente denominada
‘urbanismo participativo’ que brindaría soluciones inmediatas. generando así las OSB
(organizaciones sociales de base) como un núcleo de supervivencia que afronta la
vulnerabilidad urbana mostrándose como un elemento que genera resiliencia en la ciudad a
nivel social, económico y urbano, que ha permitido un desarrollo sostenible durante estos 50
años, mostrándose versátil a cambios según las necesidades que se presentaron en diferentes
épocas; inicialmente se crearon como espacios de socialización y aprendizaje desde una
perspectiva de género; también, como espacios de interacción y negociación. Brindando una
forma de desarrollo y habilitación urbana a una escala barrial que funciona como catalizador y
además cumplen la función de ente articulador entre asentamientos urbanos. Es así que se
proyecta un megaproyecto en donde se desarrollen estos sistemas de organización de
participación ciudadana generan una nueva estrategia de desarrollo en el planeamiento urbano
a una escala barrial la cual afronta objetivamente la vulnerabilidad constante teniendo un
impacto de regeneración urbana frente al espacio residual generado por el impacto de la vía
expresa canta callao.
