La renovación urbana es un proceso que involucra aspectos relacionados con el entorno urbano,
la estructura física de la ciudad, lo social, económico, y el medio ambiente. Desarrolla
alternativas para mejorar la calidad de vida de la población de un sector de la ciudad.
Comúnmente se emplea un cambio físico como el catalizador de una transformación que tiene
como objetivo promover mejoras integrales dentro de áreas deterioradas o que ya no son
compatibles con la dinámica de la ciudad.
En Lima, específicamente en el distrito de Cercado de Lima, existen múltiples lugares en donde
el deterioro físico por el paso del tiempo, junto (a) al aislamiento de la población con respecto
a la ciudad y sus calles, han desnudado puntos críticos donde convergen diferentes problemas,
donde urge una intervención. Este fenómeno se observa con mayor incidencia en los ejes de
las Avenidas Argentina y Oscar Benavides hasta las avenidas Venezuela y Arica.
En lo que respecta a las áreas verdes y áreas naturales, la recomendación de la Organización
Mundial de la Salud se sitúa en los 9.2m2/habitante. (OMS) El distrito de Breña cuenta con
0.7m2 y el Cercado de Lima con 4.6m2. El terreno donde se proyectará se encuentra en el
límite de ambos distritos y está bastante alejado de la cifra recomendada. Esta reflexión nos
conduce a abordar varios otros problemas: déficit de espacio público, de áreas naturales, de
áreas recreativas, de equipamiento cultural y de equipamiento deportivo.
